Independent scoring of US Presidents and current world leaders on two axes: how much they invested in the welfare of ordinary people (People's Champion) and how aggressively they deployed or threatened military force (Hawk Index).
Methodology note: Scores are based on a weighted rubric applied to verifiable historical data (OMB budget tables, World Bank indicators, legislative records). They reflect budget allocation and policy outcomes — not ideology, party affiliation, or editorial opinion. Congress controls the budget, not the president alone. Era-equivalent scoring is applied for historical presidents.

Era-equivalent scoring applied. Presidents scored on standards appropriate to their era, not modern baselines. Includes all presidents from TR (1901) through Biden (2025).
